Le Ministre de l'Education nationale a présenté une communication
relative
au développement de la pratique des langues vivantes étrangères
La maîtrise des langues vivantes est indispensable pour permettre
à la France de relever les défis de la construction européenne et de
la mondialisation.
C'est pour cette raison que le Président de la République a indiqué,
dans sa Lettre aux éducateurs, qu'il souhaitait que chaque élève soit
en mesure de parler et de comprendre au moins deux langues étrangères.
Pour y parvenir, un plan de renforcement de la pratique des langues
vivantes étrangères à l'école sera mis en oeuvre au cours des quatre
prochaines années. Dans le prolongement de la loi d'orientation et de
programme pour l'avenir de l'école, ce plan vise à accroître l'enseignement
des langues vivantes depuis le primaire jusqu'au baccalauréat. L'enseignement
des langues vivantes étrangères à l'école élémentaire sera généralisé.
Il commencera au cours préparatoire d'ici la rentrée 2010.
La généralisation des 6ème dites « bilangues », où deux langues étrangères,
dont l'anglais, sont enseignées en plus du français, sera engagée dès
la rentrée prochaine.
L'enseignement des deux langues sera fixé à 5 heures hebdomadaires.
Plusieurs mesures seront prises afin de renforcer l'efficacité de l'apprentissage
des langues :
- les élèves seront regroupés, pour l'enseignement des langues, en fonction
de leur niveau ;
- les activités organisées après 16 heures pourront avoir pour objectif
de renforcer la pratique des langues étrangères ;
- les échanges de classes dans le cadre de partenariats internationaux
seront multipliés.
Le plan prévoit également un renforcement de la formation des enseignants
(formation continue pour les professeurs des écoles, organisation systématique
de stages et d'expériences à l'étranger pour de la formation initiale
des professeurs de langue).
Le recours aux intervenants, assistants et professeurs associés s'exprimant
dans leur langue natale, sera par ailleurs significativement accru.
